Best way to structure a database for a large/static dataset

Pay: 40 USD per hour
We are looking for someone in the local area for IMMEDIATE development help with the web-GUI portion of a alarm interface box that is almost complete. This phase is fairly simple, but looking for someone who can make this GUI look great and function smoothly. Once this phase is complete, we will develop a far more advanced GUI, and have some interest in developing an iPad application that will work with our interface box. Perl and C++ experience is a plus. Creativity with some design experience would be preferred. The position requires on-site meetings and telecommuting is acceptable.
