I have had luck with the following:

• Install ruby 1.8.7 using the new installer for windows: http://rubyinstaller.org/
• Then install the devkit from: http://rubyinstaller.org/add-ons/devkit/

The devkit lets you compile the native gem extensions.

U can try with:

gem install mysql —no-ri —no-rdoc

I download the Ruby Installer from http://rubyinstaller.org/ Ruby (v 1.8.7).
Then install Rails (gem install rails) and then gem install mysql-no-ri-no-rdoc
